HS(G)151 Guidance - The Facts
In 1997 the HSE published a guidance note specifically regarding the "Protection of the Public in and around construction sites". It encompasses all aspects of passage around sites and mentions briefly temporary fencing and its use.
The references made were:
"To separate people from construction work site perimeters should be defined by a physical barrier. Additional barriers may be required within the site perimeter in areas that present further risks"
"Using a close mesh which prevents children getting their hands and feet through, should mean that no-one can gain handholds or footholds". "Keep gaps underneath the fence or gate as small as possible to stop anyone gaining access under the fence"
"Where feet of the sectional fencing protrudes onto footpaths etc. these should be highly visible avoiding the hazard of tripping"
"Securable gates should be provided at all access points and should form part of the fence and be of the same size ensuring they can be secured whether they are open or closed, avoiding the hazard of being blown shut in an uncontrolled manner"
This was proposed as guidance and best practice but did not constitute law or mandatory requirement.

Our Anti-Climb panels have a maximum mesh of 39mm width to prevent a foot hold and do not accommodate the width of a child's sandal or shoe.
Our Thermo Plastic block is designed with a low profile to minimise access beneath the fence. Panels can be obtained with a lower skirt if required.
The blocks have alternative holes to enable panels to be installed at the leading edge to prevent trips. High Visibility (hi-vis) painted blocks are available but all blocks in prime positions can be sprayed locally with high visibility paint.
Our robust fencing coupler secured with a spanner provides considerable strength in linking the panels together. Lockable couplers are also available for increased security.
A range of stabilisers are available to ensure the stability of fencing in exposed and vulnerable positions.
